Eco Funding

Funding through the Home Heating Cost Reduction Obligation (HHCRO).

HHCRO is now the only funding channel in the Government’s ECO scheme. It is designed to reduce the cost of heating and insulation improvements for residents that are struggling to keep on top of their fuel bills.eco funding

Previously, funding was available through the CERO channel (Carbon Emissions Reduction Obligation) which covered all householders, but this was axed in October 2018. This change means that the ECO scheme is now 100% means tested and focused on supporting the most vulnerable residents.

Are you eligible?

Homeowners or private renting tenants that claim certain state benefits or those that qualify via their Council’s own eligibility criteria (if available), could qualify for funding to cover or contribute towards a range of energy saving measures. There is also opportunities for tenants in Social Housing in certain circumstances.

To get funding for First Time Central Heating, there must be no evidence of central heating in the property and any electric storage heaters must all be broken down or deemed inefficient with a responsiveness rating of 0.2 or less.

Measures that meet the Government’s ‘Innovation’ rules can be funded in Social Housing with an EPC of D, E, F or G.


**Only insulation measures, district heating connections and first time central heating will receive ECO funding in Social Housing.
